STRATEGY OF THE BUDGETARY PROVIDING AGRICULTURAL: FOOD ASPECT

Subject and goals. The problem of strategy implementation of food security which shortest solution as it is proved in work, lies through ensuring convergence of its aspects rises: physical existence, economic availability and quality of products on the basis of economic, social and ecological development of agricultural industry as key source of a covering of food requirements.
Methods. With use of model calculations of Economist scientific center (New York) characteristic of level of food security of Russia is given in a section of its main aspects.
Results and conclusions. As a result of the analysis of a ratio of the outputs and consumption of main types of products per capita taking into account norms of a balanced diet it is revealed that in our country the problem consists not only in a lack of domestic food how many in low purchasing power of the population and the attention to increase in solvent demand of final buyers is focused. On the basis of analytical data of Organization for Economic Cooperation and Development it is shown that the USA for the purpose of the solution of food problems actively applies as measures of support of producers to providing conditions of formation of physical availability, and measures of support of consumers of products for providing conditions of formation of its economic availability. It is established that it is caused by need to counterbalance supply and demand on food at the level of norms of healthy food above. The conclusion is drawn on what in Russia stimulations at the same time of production and consumption of products is expedient only on condition of transition to a new paradigm of planning of state support of development of agricultural industry.
